The Bribery Commission today filed a case in the Colombo Chief Magistrate's Court against former defence secretary Gotabaya Rajapaksa, Avante Garde Chairman Nissanka Senadipathi and six others on charges of corruption under the Bribery Act The BC said the suspects had committed the offence by permitting the Avant Garde Maritime Services to operate a floating armory supporting AGMS to earn Rs.11.4 billion causing a huge financial loss to the government. The other six suspects are Sujatha Damayanthi, Palitha Piyasiri Fernando, Karunaratne Bandara Adhikari, Somathilaka Dissanayake, Jayanath Sirikumara Colambage and Jayantha Perera. The case is to be taken up in Colombo Chief Magistrate's Court today. (Shehan Chamika Silva)----

The Commission to Investigate into Allegations of Bribery or Corruption today filed action against former Defence Secretary Gotabaya Rajapaksa and 7 others for the unlawfully authorizing the establishing of the floating armoury.  Director General of the Commission Dilrukshi Dias Wickremesinghe said that Avant Garde Maritime Services had earned a sum of Rs 11.4 billion as a result of being allowed to maintain a floating armory. The other seven persons include former Additional Secretary of the State Ministry of Defence Damayanthi Jayaratne, Major General Palitha Fernando, Major General K.B. Egodawela, former Navy Commanders Admiral Somathilake Dissanayake, Admiral Jayanath Colombage, Admiral Jayantha Perera and Avant Garde Chairman retired Major General Nissanka Senadhipathi.  The case of the “floating armoury” had come to light after the Sri Lankan Navy boarded the vessel on October 6, 2015 to discover a massive stash of weapons on board.  There have been allegations that the Avant Garde Maritime Services was unduly favoured by the government of Mahinda Rajapaksa and as a result caused losses to the Sri Lankan Navy.  In November, the Sri Lankan Navy took over the ships cargo of more than 816 automatic rifles of different types and 2,02,674 rounds of ammunition. The Colombo Magistrate Court had terminated the proceedings of the Avant Garde case after the Criminal Investigations Department(CID) informed courts that it would not go ahead with the case under the instructions of the Attorney General. The former Defence Secretary was questioned by the CID over the issue and the court also had imposed a travel ban which had been later lifted. Tickets sold out: Fans protest outside Dambulla stadium




A tense situation developed outside the Rangiri Dambulla International Cricket Stadium this afternoon when ticket-less fans agitated to be allowed in, despite the stadium being filled to capacity.
Sources at the Dambulla stadium said some 5,000 fans had obstructed the entrance to the stadium by lying on the ground and had to be removed by Police who used water cannons. 
Sri Lanka Cricket announced yesterday that tickets for the 4th ODI between Australia and Sri Lanka were completely sold out. ‘Fans are requested not crowed the gates as there are NO Tickets available,’ the Twitter account maintained by the SLC announced.

It also announced that no tickets would be sold at the venue of the match:
‘In careful consideration of security and spectator facilities, Sri Lanka Cricket has announced that No tickets will be sold at the VENUE ON THE DAY OF THE MATCH.’
Despite these announcements, spectators have crowded the gates demanding they be let in. 
They allege that large areas of the stadium are empty and can accommodate them.
The ‘empty seats’, however, have already been purchased, sources close to the SLC told Daily News.
It is speculated that the afternoon sun may have been a deterrent to those spectators that bought seats but are yet to claim them. It is expected these seats will be occupied during the second session of the game, when the sun is gone down and the heat much less.
Sujeeva Godaliadda, Executive Committee member of Sri Lanka Cricket told Daily News that the SLC was making every effort to accommodate the spectators despite there being no seating available.
“We made a board decision to allow the fans in and accommodate them where we can”, he said. “We've asked them to make four lines and we're letting them in.”
Seats are priced at Rs. 300 and above. The standing areas of the stadium – priced at Rs. 100 a head are filled to capacity.
The protesters outside the Rangiri Dambulla International Cricket Stadium are asking they be allowed to purchase Rs. 100 tickets and be seated in the areas reserved for people who have purchased tickets at Rs. 300 and above.

UN chief Ban Ki-moon arrives in Sri Lanka Secretary-General of the United Nations (UN), Ban Ki-moon, accompanied by Mrs. Ban Soon-taek, arrived in Sri Lanka, a short while ago, for an official visit. The Secretary-General arrived at the Bandaranaike International Airport (BIA) in Katunayake today (31) from Myanmar, and is expected to leave Sri Lanka late night on September 2 for China to participate in the G20 Summit.   He will meet Prime Minister Ranil Wickremesinghe on August 31, and will call on President Maithripala Sirisena on September 1 in Colombo.   The Secretary-General will travel to Galle the same day, where he will participate in an event involving youth under the theme ‘Reconciliation and Coexistence: Role of Youth’.   On September 2, the Secretary-General will travel to Jaffna, where he will meet the Governor of the Northern Province Reginald Cooray, Leader of the Opposition R. Sampanthan and members of the TNA, and visit a resettlement site.   During the visit, the Secretary-General will also meet with several Cabinet Ministers including the Minister of Foreign Affairs, Mangala Samaraweera; the Speaker of the Parliament Karu Jayasuriya, Political Party Leaders; and civil society representatives.   At the invitation of the Chairperson and Board of the Lakshman Kadirgamar Institute for International Relations and Strategic Studies (LKIIRSS), the Secretary-General will speak at a public event in Colombo on 2 September on ‘Sustaining Peace – Achieving Sustainable Development Goals’, focusing in particular on Goal 16, namely, the promotion of peaceful and inclusive societies for sustainable development. This will be Ban Ki-moon’s second visit to Sri Lanka. He toured the island in May 2009 immediately after the Sri Lankan troops defeated the LTTE ending the three decades old civil war. Since that visit, Lanka came under close UN scrutiny for its war crimes accountability during the war with the LTTE. The UN Human Rights Council has passed three resolutions since 2012 to urge accountability for war crimes blamed on both the government troops and the LTTE

Police today fired teargas to disperse a group of protestors outside the Dambulla International Cricket Stadium who were blocking the main road, the Ada Derana Correspondent confirmed. The group of Sri Lankan cricket supporters had engaged in a protest outside the stadium, with some causing damage to hoardings and hooting, demanding that they be allowed to watch the ongoing 4th ODI between Sri Lanka and Australia.  The incident comes just days after Sri Lanka Cricket (SLC) issued an apology for inadequate crowd control measures during their third One-Day International against Australia in Dambulla. Australia won a close contest by two wickets at the Rangiri Stadium on Sunday to pull ahead 2-1 in the five-match series.  Over-enthusiastic cricket fans climbed trees, walls and scaffolding to get a glimpse of the match and, according to SLC’s estimates, around 45,000 people thronged the venue which has a capacity of only 18,000. Part of the overzealousness is believed to be the fact that it was the first day-night One-Day International at the venue in six years   “Sri Lanka Cricket sincerely wishes to announce that it regrets the inconvenience caused to the ticket holders and cricket fans who could not get to their allocated seats at yesterday’s 3rd ODI match played in Dambulla,” SLC said in a statement. “Having the capacity of accommodating 18,000 spectators, over 45,000 cricket fans attended the match as per the SLC security estimates. Therefore, the security staff and the ushering teams lost the crowd control systems which was in place to assist the spectators as usual.” “Due to the above situation, contingency measures were taken to protect the playing area and the two teams, which was considered as a priority for the continuation of the game,” it added. “SLC wishes to state that it will take adequate measures to ensure that proper security and ushering will be in place for the upcoming matches and apologise once again for the inconvenience caused to our fans.”

England posted the highest ever one-day international total as they beat Pakistan by 169 runs at Trent Bridge to secure a series victory.


Alex Hales struck a record 171 and Jos Buttler made England's fastest ever 50 from 22 balls as England hit 444-3.
This surpassed the 443-9 posted by Sri Lanka against the Netherlands in 2006.
Pakistan was forced to bat aggressively but their batsmen struggled to build partnerships as they were bowled out for 279.
England have now won 11 of their past 12 ODIs against Pakistan and have a 14-8 'Super Series' lead, with two ODI games and a Twenty20 match remaining (all limited-overs matches are worth two points each).

Two young people have been taken into custody by now over the incident of having gained illegal access to President Maithripala Sirisena's official website. After they were questioned in this connection a host of information
relevant to the incident has been exposed.

The arrested 17 year old youth in fact is a schoolboy studying in the Maths stream at Ranabima Royal College, Kandy and was following his Advanced Level. Even prior to this he had gained illegal access to 7 other websites, he had admitted. The second suspect who has been apprehended is a graphic artiste having been identified as the individual who has provided technical advice in this respect. He is 27 year old Karunanayakage Janith Madhusanka, a resident of Katubedda, Moratuwa.
The schoolboy who is involved has been taken into custody for having issued a threatening announcement asking that the GCE Advanced Level Examination be not held in the month of April, to give ear to demands of university students, that the government would have to face a cyber war if not able to take precautions in that respect and in such a case for the President to tender his resignation. The schoolboy has on a number of occasions resorted to hacking the President's Website which actions warrant punishment under clause 3,4,5,6,7,8 and 9 of the Computer Crime Laws of No. 14, 2007. Under such conditions he was later produced before courts and detained at Makola Detention House while the 27 year old young man was remanded under orders of Colombo Chief Magistrate Mr. Gihan Pilapitiya.
Apart from this, the Criminal Investigation Department has forwarded a 'B' Report implying that information has been revealed that these two suspects have committed this offence with collaboration of foreign suspects too. A number of IP numbers have been utilised from overseas for this hacker attack; but since one number had been used in this country by mistake, it was possible to arrest the two of them on surveys conducted across that data. The police say that they were able to identify the Facebook Group Account known as Arrow lk which has been maintained by the two suspects which in fact provides the opportunity of changing the data after intruding over 37 websites in Sri Lanka. Further, in addition to that account they had been involved in exchanging relevant information to launch hacking operations on the website forum known as Yakadaya Forum. They had also been engaged in discussions about gaining unauthorized access to websites across the internet while in the process maintaining other Facebook data pages as well as some websites such as Rathu Ukussa, Sumedha Janavijaya and Koyahacker.
The schoolboy who is one of the suspects in this incident has gained access to 7 websites in this manner and involved in acts of distortion of information. While involved in Advanced Level studies in school, he had even tried his hand at a business by the name of Harshana Graphics across the internet and thus was making money by attending to various scripts and graphic work. These two young men had got to know each other through a global forum, subsequent to which they had discussed over the telephone and finally embarked on the operation of hacking the President's Website as to how it could be done in a strategical way after which they had carried out their plans. They were nabbed by the police even before 48 hours elapsed simply because they had made a blunder in one IP address.

An Indian politician has caused outrage once again for saying that foreign tourists should avoid wearing skirts. The BBC's Geeta Pandey in Delhi has collected some tips for politicians with a tendency to dispense unsolicited fashion advice to women.

So what advice do politicians give to women?

There was uproar at the weekend when Culture Minister Mahesh Sharma said that a list given to tourists at airports advised them not to wear skirts or dresses in India or venture out alone at night in small towns
Sadly, he is not the first - and he certainly won't be the last - to deliver such advice to women on how to keep themselves safe and avoid rape.

Time and again, ministers, politicians and other influential community leaders have been telling women and girls not to wear jeans, short skirts, dresses or shorts. Women have also been told not to go out after dark, date, be friends with boys, or even use mobile phones.
Here's a list of recent offenders:
  • Samajwadi Party leader Abu Azmi said scantily-clad women attracted male attention and that rape cases were on the rise due to "women wearing less clothes".
  • Mohan Bhagwat, chief of the right-wing Hindu Rashtriya Swayamsevak Sangh (RSS) which is the ideological mentor of India's ruling Bharatiya Janata Party, said rapes were an urban crime shaped by westernisation, and were not happening in rural India where traditional values were upheld.
  • A female politician, Asha Mirje, caused outrage for saying that "rapes take place also because of a woman's clothes, her behaviour and her being at inappropriate places".

Since the brutal gang rape and murder of a 23-year-old student on a bus in December 2012 in Delhi, there is much more scrutiny within India - and globally - of what influential people and opinion makers say about violence against women.
The justification offered by many in India's largely paternalistic society is that these remarks are well meaning and actually meant to protect women.
But women activists and commentators disagree - they say that there's no correlation between short skirts and rape.
"It's very very important that these politicians stop telling women what sort of clothes to wear or what not to wear," Swati Maliwal, chief of Delhi Commission for Women, told the BBC.
"It's time they stop trivialising issues like rape and sexual harassment and do something constructive to address these serious problems."

Some tips for politicians...

For the politicians who seem to be afflicted with foot-in-mouth disease, former public relations professional Chaya Srivatsa, who is also a life coach with an info-tech firm, has some good advice.
She points out that Mr Sharma also suggested that if female tourists were taking a cab at night, they take a photo of the number plate and send it to a friend or family member so that the driver would know not to misbehave.

"That was a good thought, but that went completely unnoticed. Our politicians are not good at communication. They should learn to say it in the proper manner.
"He should have just said: Sorry we have jerks here, be careful."
I also asked comedienne Neeti Palta to come up with suggestions on what our politicians should not say to stay out of controversy. Here's her wish list:
  • Please remember it's not the clothes that maketh the woman. The only clothes that are rape-proof are clothes without women in them.
  • Get three women to approve of what you say before you make it public.
  • Put yourself in a time machine and emerge in 2016.
  • Lock people like yourselves after dark so we are safer from foot-in-mouth disease

Where did modest clothes come from anyway?

Politicians have been told to emerge in 2016. Or, perhaps they could go back to the past.
For, according to historians, modesty crept into Indian women's wardrobes during the Victorian era.

And what would surprise many is that the blouse and the petticoat - worn with the sari that's often described as India's national dress - only became popular with Indian women during the British rule. This means the notions of traditional modesty may not really have their roots in Indian tradition.
Whatever the argument over where prudishness came from, Indian politicians would do well to heed this sage advice - that instead of advising women what to wear, they should advise men on how to behave.

The  President of the Lanka motor cyclists association Chirantha Amarasinghe has advised the motor cyclists to wear helmets from the 1st September where they have indicated the areas of the head that could be damaged in the event of an accident.On these new helmets they have drawn diagrams
showing the extent of damage that could be made in the event of an accident.

There are other factors that need to be adhered to like the size of the helmet,the security belt to be tight should be made aware to the riders.The President of the motor cyclists association Chirantha Amerasinghe also have cautioned that several riders have in the past had met with accidents causing injuries to their faces which had made them as permanently handicapped.In that aspect they should be aware of the consequences he had added.

When investigations were carried out to verify the reason for the fire that broke out in the harbour it had revealed that a private institution who are conducting a certain development
activity have been held responsible for the fire.

It has been reported that some rubber pipes had initially caught fire and it had then spread to some tyres in the vicinity causing the huge fire with smoke.
This fire had broke out at 1.30pm yesterday. These rubber pipes are used to draw sand  from the sea to the land through them.It  has not been ascertained how the fire broke out.However  on account of the fire no damage to property of the harbour  or to persons had occurred.

A person who subjected the President's official website (president.gov.lk) to a process of hacking last Friday had made certain comments of a threatening nature so that anybody who had access to it was able to see them. A protest against conducting the Advanced
Level Examination in April next year was among the issues against which the protest was aimed at.

This hacking process had continued twice within the space of two days and the police who engaged in an investigation in this connection were able to detect the IP address relevant to this activity and thus were successful in taking the culprit to custody. What ultimately surprised them was that it was a school student who was living in Kadugannawa and still pursuing his studies for the Advanced Level at his school. It was later revealed that this schoolboy who was studying at a leading boys' school in Kandy had engaged in this form of hacking, as is for fun.
The motive as to why he was involved in hacking the President's Website is still being inquired into and a surveillance in underway to determine whether it was done with a political aim in mind or simply for the fun of it. The Deputy Inspector General of Police Ajith Rohana has mentioned that the arrested student is being brought to Colombo for further interrogation purposes. According to legal provisions which deals with allegations in respect of computers, legal action is expected to be taken against the suspect and the Computer Emergency Response Team too has commenced an inquiry in this connection.

It's a mystery that haunts laundry baskets, gym bags and changing rooms the world over. Why do some gym clothes smell so much worse than others after exercise, asks Gabriel Weston.
When we exercise we all make different choices about what we wear - whether it's a decade-old baggy T-shirt, last season's football strip, or high-tech performance sports gear that's been specially designed for the task at hand.
But if we're being honest with ourselves we've probably all noticed that there are certain items in our gym bags that always smell worse than others. And now and then most of us have probably wondered why.
For Trust Me, I'm A Doctor we tracked down the latest research and ran our own experiment to see if science could provide the answer to this pongiest of problems.

Studies have actually been done comparing the smelliness of different fabrics. Two such studies, at the University of Alberta and the University of Ghent, used highly trained odour analysts to sniff various fabrics after they'd been worn, and they both came to the conclusion that polyester gets much smellier than natural fibres like cotton or wool.
But interestingly, this difference can't be blamed solely on our sweat, because sweat itself doesn't smell. Instead, odour is produced when the bacteria that live naturally on our skin feed on a particular kind of oily sweat that comes from places like our armpits and groins. So what does account for the more intense aroma that clings to synthetic fabrics?

Inspired by existing fabric research, we ran an experiment to find out whether wearing cotton or polyester clothing could affect our skin bacteria and therefore the subsequent smell. A group of volunteers took part in two high-intensity spin classes wearing T-shirts of 100% cotton and 100% polyester. In the run up to both classes they bravely eschewed deodorant - much to the delight of their families, friends and work colleagues. At each class we swabbed their armpits before and after the exercise and gathered up their T-shirts for analysis.
When Prof Andrew McBain and Dr Gavin Humphreys from the University of Manchester analysed our samples, they found up to 300 different types of bacteria were inhabiting our volunteers' armpits. The most common strains included Staphylococci which are associated with normal body odour, and Corynebacteria which produce more unpleasant smells. Interestingly, though perhaps not surprisingly, research suggests that Staphylococci tend to be more dominant in female armpits, whereas men tend to have more of the stinky Corynebacteria.

But when it came to looking at whether different fabrics affected the armpit bacteria, our experts found no significant differences. They also found that while there were plenty of stinky Corynebacteria on the skin, these were not being transferred over to either of the T-shirts. This all suggested that it's not actually our skin bacteria that causes the odour on our clothes, and that there must be something going on in the synthetic fabric itself to explain why it ends up being so smelly.
Dr Rachel McQueen, at the University of Alberta in Canada, has studied polyester, cotton and merino textiles and proposes that one of the reasons for their contrasting smells is the different make-up and behaviour of natural and synthetic fibres. An example of this is the way they deal with moisture.
Natural fibres like cotton absorb moisture, including the smelly compounds produced by bacteria, which get trapped inside the fibres where they can't reach our noses. Synthetic fibres on the other hand, do not absorb moisture. Instead they attract oils. This means that they hang on to the "oily soils" from our sweat which sit on the surface of the fibres, waiting to be guzzled by whatever odour-producing bacteria happen to come along.

Researchers at the University of Ghent also made a fascinating discovery when they tested cotton and polyester fibres that had been worn for exercise. What Prof Nico Boon, Dr Chris Callewaert, and their colleagues, found was that a particularly smelly bacterium called Micrococcus grew in abundance on synthetic fibres, but didn't enjoy living on cotton or on skin.
So next time you notice some particularly pungent polyester clothing in your gym bag, you can let yourself off the hook - instead the culprits appear to be the synthetic fibres themselves which provide the kind of environment in which stinky bacteria can thrive.

The closely-contested 9th DSG of the year 2016 in sequence which saw its birth in the year 2003 as a collective recognition of sports talents of tri-servicemen, awarded the overall Championship-2016 to the achievements of Army sportsmen and women who emerged champions in 15 games and events (15 Men’s & 7 Women’s), out of a total of 35 in the entire tournament with specific men and women’s categories. The Army earlier secured the championship four times (2003, 2004, 2007, 2008) before they grabbed this year’s supremacy too.
Talents of most-recently recruited Army personnel as well as other young and budding soldiers in many a sphere of sports were distinctive throughout the whole of the tournament, following meticulous selections, made to the DSG by the Army Directorate of Sports in close consultation with the Commander of the Army. This year’s DSG was launched by the Sri Lanka Air Force with the support of other sister services.
Months of competitive sports and events of the tournament after its commencement took place in March this year saw more than 800 tri-servicemen and 400 women vying closely against one another in many sports and games under the supervision of veterans in the field of specific events.
Presence of State Minister of Defence, Hon. Ruwan Wijayawardane, Secretary of Defence, Eng. Karunasena Hettiarachchi, Chief of Defence Staff Air Chief Marshal Kolitha Gunatilake, Commander of the Army Lieutenant General Crishanthe De Silva, Navy Commander Vice Admiral Ravindra Wijeyagunarathne and Commander of the Air Force Air Marshal Gagan Bulathsinghala, added dignity and recognition to this mammoth show of sports and provided a stimulant to all budding sportsmen in the services.
The vibrant closing ceremony which saw a few of the final athletic events occurring was also the scene of a few colourful military band displays. The evening's spectacle came to a formal close as HE the President Maithripala Sirisena as the Chief Guest for the day declared the DSG-2016 closed, followed by rectal of the national anthem.
The next edition of the Defence Games will be hosted by the Sri Lanka Army in 2017 and it was symbolized through the handing over of the DSG Flag to the Commander of the Army Lieutenant General Crishanthe De Silva by the Commander of the Air Force Air Marshal Gagan Bulathsinghala at the conclusion of the final ceremony.
Sri Lanka Army in the tournament won 120 Gold medals and Sri Lanka Navy won 95 Gold medals. Sri Lanka Air Force claimed 84 Gold medals. The number of Silver and Bronze medals won by Army achievers stood at 133 Silver medals and 127 Bronze medals respectively.
